They're both wrong. You don't put the toilet paper in a holder at all. Instead you put it on the tank of your toilet. When you need paper, you pick up the roll with one hand, placing three fingers into the cardboard tube. You uunroll the paper by flicking your wrist and use your thumb and pinky to control the amount of paper released.
